Starting from 1 September 2025, employers of migrant domestic workers (MDWs) must ensure that their MDW has immunity against measles if their households have a child below seven years old who is not fully vaccinated against measles. This measure aims to enhance public health resilience and protect unvaccinated young children who are at higher risk of serious health complications from measles infections.

Measles and Public Health Risks

Measles is a highly contagious viral disease that spreads through the air. Despite high vaccination coverage in Singapore, sporadic cases and small clusters of measles can still occur among individuals who are not immune. With Singapore being a major travel hub, the global surge in measles cases poses public health risks, especially for those without immunity.

Requirements for Employers

Employers with children under seven years old in the household must declare specific information when applying for a new MDW's work permit or renewing an existing one from 1 September 2025:

  • The MDW is vaccinated or immune to measles
  • All children under seven in the household are fully vaccinated
  • The MDW is not vaccinated, but a vaccination appointment is scheduled

Proof of Immunity

An MDW does not need to be vaccinated if she is already immune to measles or if all children under seven in the household are fully vaccinated. Employers can provide proof of immunity to the Ministry of Manpower (MOM) through vaccination records, serology test results, or confirmation of past infection. Employers are urged to check the immunity status of their MDWs before permit renewal.

Vaccination Process

The measles vaccine, known as the measles, mumps, and rubella (MMR) vaccine, requires two doses administered at least four weeks apart. MDWs can receive the MMR vaccine at private general practitioner (GP) clinics. Employers should schedule appointments with GP clinics in advance. Any costs associated with meeting measles immunity requirements will be covered by the employer.
