In Baguio City, the Commission on Elections (Comelec) reported that 47 out of 54 political candidates who filed their certificates of candidacy for the upcoming national and local elections have successfully submitted their Statement of Contribution and Expenditure (SOCE) before the June 11 deadline.

According to lawyer John Paul Martin, six out of seven congressional aspirants, three out of six mayoral candidates, both vice mayoral candidates, and 36 out of 39 councilor candidates have met the submission requirements set by the local Comelec office.

Failure to submit a valid SOCE will result in candidates needing to submit to the central office and pay an administrative fine. This requirement applies to all candidates, regardless of election outcomes.

The deadline for SOCE submission was set at 5 p.m. on June 11. Candidates who fail to submit their SOCE for the second time will face disqualification and a lifetime ban from running for public office, as per Martin.

There have been instances where candidates were disqualified for non-compliance with submission requirements, such as submitting after the deadline or providing an un-notarized SOCE. The Comelec's Political Finance Affairs Department sends reminders to candidates for their first offense, but repeated violations lead to permanent disqualification.
