Singapore's 15th Parliament Set to Convene on September 5 with President's Address

The 15th Parliament of Singapore is scheduled to hold its first session on September 5 at 5pm, where all newly elected Members of Parliament (MPs) will take their oaths. The session will commence with the election of the Speaker of Parliament and the swearing-in of MPs, as announced by Leader of the House Indranee Rajah on June 13. The current Speaker, Mr Seah Kian Peng, represents Marine Parade-Braddell Heights GRC.

During the session, President Tharman Shanmugaratnam will deliver an opening address detailing the Government's priorities, policies, and programs. Subsequently, there will be a debate on the President's Address from September 22 to 26. According to Ms Indranee, the President's Address is crucial as it will outline strategies and key policies to navigate Singapore through the current challenging geopolitical landscape and economic uncertainties.

At the opening of the 14th Parliament following the 2020 General Election, former President Halimah Yacob emphasized the need for Singapore to adapt to changing circumstances by reassessing fundamental aspects of society, such as meritocracy, multiracialism, and political practices. Ms Indranee highlighted that while MPs are actively engaged in constituency work, parliamentary duties officially commence after the Parliament's inauguration.

The 14th Parliament last convened in early April before dissolving on April 15 in preparation for the general election on May 3. A total of 99 MPs will be sworn in for the 15th Parliament, an increase from the 95 MPs in the previous term. Among the 99 MPs, 97 were elected in the polls, while Mr Andre Low and Ms Eileen Chong from the Workers' Party were appointed as Non-Constituency MPs (NCMPs) after being the top-performing opposition candidates.

The ruling People's Action Party (PAP) will hold 87 seats in the Parliament, with the remaining seats allocated to the Workers' Party. Additionally, there will be 29 first-time MPs taking their oaths, with 24 from the PAP and five from the Workers' Party.
