All 17 town councils in Singapore have achieved the highest rating of 'green' in the latest estate management report released by the Ministry of National Development (MND) on Friday. This marks the second consecutive year that all town councils have received the top rating across four key indicators.
The report, which covers the financial year from April 2024 to March 2025, evaluates town councils based on estate cleanliness, maintenance, lift performance, and service and conservancy charges (S&CC) arrears management. Green is the highest rating, followed by amber and red.
However, MND announced that the estate management report for the financial year from April 2025 to March 2026 will not be published. This decision is due to the recent General Election in May 2025, which led to the formation of new town councils on May 30. The ministry stated that the town councils will need a transition period to stabilize their operations following the handover of towns.
During this transition period, MND will closely monitor the performance of the town councils and provide feedback to support their transition process. The ministry plans to resume publication of the estate management reports from the financial year 2026 onwards, starting from April 2026 to March 2027.
This decision aligns with the approach taken after the General Election in 2020, according to MND.
