A Chinese national who was considered a fugitive has been transferred to China after being denied entry to the Philippines, according to the Bureau of Immigration (BI) announcement on June 15.

Identified as Shi Baoyi, 36, the individual was handed over to Chinese authorities on June 9 and departed for Guangzhou, China, as confirmed by BI Commissioner Joel Anthony M. Viado.

Shi was apprehended by immigration officers on May 29 at Ninoy Aquino International Airport (NAIA) Terminal 3 upon arriving from Hanoi, Vietnam, due to his presence in the BI's active blacklist order issued earlier this year.

During the exclusion process, Shi attempted to disrupt the proceedings by intentionally striking his head against a fire extinguisher glass case.

Commissioner Viado emphasized that no form of resistance would impede the enforcement of the law, reiterating the commitment to maintaining strong and secure borders as per the President's directives, and preventing foreign fugitives from seeking refuge in the Philippines.

Following the incident at NAIA, Shi received medical attention and was placed in detention while preparations were made for his repatriation to China.

Chinese authorities informed the BI that Shi had been convicted in Henan Province, China, in 2022 for Undermining Credit Card Administration, resulting in a two-year and six-month prison sentence. Additionally, Shi faced other charges and was labeled as undesirable and a fugitive from justice.
