In a recent report, Baroness Casey emphasized that society owes a debt to women who have suffered abuse and violence as children. The report highlighted the issue of ethnicity among perpetrators, noting that it is often ignored and not properly recorded. According to the report, there is evidence of a disproportionate number of men from Asian ethnic backgrounds involved in group-based child sexual exploitation in certain areas.

Baroness Casey also expressed concern that by avoiding discussions on ethnicity, organizations are inadvertently allowing criminal behavior to continue unchecked. She stressed the importance of investigating the data to provide a comprehensive understanding of the situation and to avoid doing a disservice to both the Pakistani and Asian heritage communities as well as the victims.

The report criticized authorities for failing to address the problem adequately in the past, attributing this failure to ignorance and a fear of being labeled as racist. Many organizations were found to avoid the topic altogether to prevent potential backlash or community tensions.

The audit concluded that by not recognizing the severity of the issue and by failing to collect accurate data on ethnicity, authorities have turned a blind eye to the abuse of vulnerable children. Had the problem been addressed earlier and the victims seen as children in need of protection rather than as complicit individuals, the report suggests that the situation may have been different today.
