A recent review of the carnival highlighted significant public safety issues that require extra funding to address. The festival, which draws in approximately two million attendees over the August Bank Holiday weekend, has been flagged for 'critical public safety concerns' that must be resolved with the help of government funding, as stated in the letter.

Assistant Commissioner Matt Twist of the Met Police has previously expressed worries about the potential for a 'mass casualty event' due to overcrowding at the carnival.
