New Preventive Measure Implemented to Slow Spread of Raccoon Rabies in Québec Regions

The Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs has introduced a new preventive measure to curb the spread of raccoon rabies in certain regions of Québec.

Effective immediately until August 17, 2025, the transportation of specific animals while alive within municipalities surrounding areas with confirmed raccoon rabies cases is prohibited. This ban affects nearly one hundred municipalities in the Estrie and Montérégie regions. The ministerial order prohibits the transportation of raccoons, striped skunks, gray foxes, red foxes, coyotes, and their hybrids. Violating this ban is considered an offense under the Act respecting the conservation and development of wildlife, with offenders facing fines.

Relocating animals such as raccoons, skunks, or foxes can contribute to the spread of rabies to disease-free areas. Even seemingly healthy animals can carry the virus and show signs of the disease weeks or months later. Residents are urged to use preventive measures when dealing with these species.

Call for Cooperation from Residents

The Ministère is calling on residents of the Estrie and Montérégie regions to actively participate in enhanced surveillance efforts. Residents in communities with reported rabies cases or nearby areas are asked to report any dead or disoriented raccoons, skunks, or foxes by calling 1–877–346–6763 or completing the Form to report a raccoon, skunk, or fox that may have rabies.

Preventing Rabies

Adopting safe habits can help prevent the transmission of rabies to humans. Guidelines include cleaning animal bites or scratches with soap and water, avoiding contact with unfamiliar animals, and not touching wild animal carcasses. Pet owners should ensure their animals are vaccinated against rabies and take steps to avoid attracting wild animals to their property.

Preventive Measures for Property Owners

  • Use sturdy garbage cans with tightly sealed lids
  • Block access points to buildings and outdoor areas
  • Avoid leaving pet food outdoors
  • Fence in chicken coops and gardens

Since December 2024, 32 cases of raccoon rabies have been reported in Québec. Rabies is a contagious and fatal disease that can be transmitted from animals to humans. Québec has been collaborating with neighboring states and provinces to eliminate raccoon rabies in northeastern North America.
