Local authorities have the autonomy to raise the tax by up to 5% each year without needing approval from the central government, although some opt for lower increments. However, the Spending Review on Wednesday assumes that councils will implement the maximum increase.
This decision is part of the government's projection that there will be an average annual increase of 2.3% in 'police spending power' in real terms.
