Recently, Governor Edwin Ongchuan of Northern Samar signed an ordinance to establish the Green Lane Policy in the province, marking the first of its kind in the country by a local government unit (LGU).

The ordinance, titled 'An Ordinance Institutionalizing the Green Lane Policy for Renewable Energy and Other Strategic Investments,' was sponsored by several Board Members including Don Abalon, Marites Gillamac, Victorio Singzon II, Albert Lucero Gilbert Layon, and Gerardo Gerard Miranda.

This policy offers both fiscal and non-fiscal incentives, as well as promotional and aftercare services, to attract investments to Northern Samar. It is designed to simplify processes through the Provincial Economic Development and Investment Promotions Office in order to boost efficiency and foster economic development.

The idea for this policy originated from a Memorandum of Agreement (MOA) between the provincial government and LGUs, which established a unified single point of entry for investment proposals. Under this system, proposals are first processed by the provincial government before being forwarded to the appropriate LGU for further action.

One of the key features of the policy is the ability for simultaneous processing of permits, allowing the LGU to authorize the provincial government to issue permits for strategic investments. This streamlines the approval process and encourages investment in the region.

The success of this initiative has garnered recognition from Malacañang, with President Ferdinand R. Marcos Jr. presenting awards on two occasions - July 10, 2024 and March 13, 2025.
